Money Market Statistical Reporting – MMSR (German Part)Deutsche BundesbankNAOn-siteNANAA MFI has an obligation by the ECB to submit reports, if its total main balance sheet assets relative to the total main balance sheet assets for all euro area MFIs make up more than 0.35%, as of December 31, 2014.4) Under this criterion, 14 MFIs domiciled in Germany are obliged to report. In addition, the MMSR-regulation allows appointing further reporting agents by National Central Banks (NCBs). Deutsche Bundesbank enlarged the set of MFIs with an obligation to report due to the heterogeneous structure of the German banking sector. The enlarged set of MFIs with an obligation to report to Deutsche Bundesbank currently contains 115 institutes domiciled in Germany. Reporting criteria are:
– usage of a TARGET2-Payment-Module-Account,
– relevant balance sheet assets of more than 1 billion Euro (as of December 31, 2014).

Generally, all relevant money market transactions conducted in Euro with the following entities have to be reported: financial corporations (except central banks where the transaction is not for investment purposes), general government or non-financial corporations classified as “wholesale” according to the Basel III LCR framework.5) Reporting agents are required to report all transactions relating to money market instruments booked in their Union and European Free Trade Association (EFTA) -located branches.

All transactions contain the following information: information about the attributes identifying the transaction, counterparty information, trading, settlement, and maturity dates, as well as volume and terms of the transaction. For the respective market segments, additional information is reported. Both sides of the trade are reportable if both counterparties are reporting agents, irrespective of whether it is the borrowing or lending party. If both transaction parties report, the transaction shows up twice.
The German part of the MMSR data described in this data report is constituted by reporting agents domiciled in Germany. All eligible money market transactions from those MFIs are subject to report, irrespective of counterparty domicile, which can be in Germany, the Eurozone, or the rest of the world.The Money Market Statistical Reporting (MMSR) is a transaction-by-transaction dataset about the Euro money market. The collection of data is based on European Central Bank (ECB) regulation. Under this regulation, the 50 biggest Monetary Financial Institutes (MFIs) in the Eurozone are obliged to report money market transactions. The Deutsche Bundesbank provides access to the German subset of the MMSR. In total, this subset currently contains 115 Reporting Agents (including 14 MFIs based upon the ECB criterion).

Reporting agents are obliged to report to Deutsche Bundesbank all money market transactions conducted with financial corporations (except central banks where the transaction is not for investment purposes), general government or non-financial corporations classified as “wholesale” according to the Basel III LCR framework. Data is available from July 2016 onwards. Starting in October 2019, the MMSR data will be the base for the Euro Short-Term Rate which represents a new reference rate index by the Eurosystem.

Of particular interest are the financial knowledge, financial behaviour and financial attitudes as well as awareness and holding of financial products of adults in Germany. The questionnaire covers topics such as keeping track of finances, making-ends-meet and longer-term financial planning. Furthermore, numeracy skills within a financial context and basic knowledge of financial concepts (e.g. time-value of money, compound interest or diversification) are tested.

The survey is coordinated by the OECD International Network on Financial Education (INFE) and was developed to provide internationally comparable data on financial literacy and financial inclusion. The third wave was carried out in 2019, and in total 1003 telephone interviews were conducted via random digit dialling by BaFin in collaboration with an external survey institute. The anonymized micro data is available as a Scientific Use File.

In particular, the survey provides information on demographics, real assets and their associated debts, other debts, financial assets, pension plans and insurance, employment status and related income, labour and non-labour income in the previous calendar year, means of payment, and consumption. It is the only statistical source in Spain that allows linking these dimensions for Spanish households and it is also part of the Household Finance and Consumption Survey (HFCS), conducted by the system of euro area central Banks.
Two important characteristics of the EFF are the oversampling of wealthy households and the panel component of the sample. Regarding the longitudinal dimension, some of the households that participated in previous editions have been re-interviewed from the second edition onwards. As a result, the combination of samples from the different editions allows a common sub-set of households to be observed at several points in time and, in certain cases, over a period of nearly ten years. To reconcile these two characteristics with the requirement of the cross-sectional representativeness of the overall sample, a refreshment sample is designed and added to the longitudinal component in each wave. The sample for each wave is obtained thanks to the cooperation of the National Statistics Institute (INE) and the tax authorities, through a coordination mechanism that enables household wealth levels to be assigned observing strict confidentiality and anonymity requirements at all times, in order to achieve the objectives set by the sample design. This ensures the representativeness of the information obtained, while securing accurate information on the behaviour of the richest household segment and including a longitudinal component. A procedure for replacing non-respondent households with others with very similar income and wealth levels is included in the sample design, thus ensuring that the desired characteristics of the sample are maintained. The interviews to households are conducted by interviewers with specific training and are computed-assisted (CAPI), with the exception of interviews in 2020, which were conducted fully by telephone (CATI). From 2022 onwards, the most preferable interviewing mode is F2F but households have also the possibility of being interviewed by phone. A strict and comprehensive monitoring of interviewers performance and data quality is conducted during the entire fieldwork process.

It is also representative at the regional level.The 2016 Spanish Survey of Financial Competences (ECF) was a joint initiative of the Banco de España (BdE) and the Comisión Nacional del Mercado de Valores (CNMV) aimed at measuring the financial competences of the adult population in Spain. The 2021 wave is an initiative of BdE. Information has been collected for a large sample of individuals provided by the National Statistical Institute, representative of the whole Spanish population and of each of its regions. In addition to financial competences, this face-to-face survey elicits basic information on demographics, household financial pressure as well as measures of individual’s expectations about their retirement, labor market opportunities and the evolution of housing prices. The ECF follows a blueprint questionnaire elaborated by the International Network of Financial Education (INFE), an assessment of the financial knowledge, attitudes and behavior of representative samples of the adult population recently implemented in a large number of countries under the coordination of the Organization of Economic Cooperation and Development (OECD). However, the ECF also includes some adaptations to the Spanish context. Firstly, the ECF asks about labor market status, individual expectations about employment loss (if employed) or employment finding (if unemployed), as well as measures of impatience. A second feature of the ECF is that it is not only a survey on individuals, but also aims at collecting information about the household’s level of financial competence. Namely, the 2016 survey asked each individual (sample person) if he or she is familiarized with household’s asset and debt holdings, as well as about the reasons that determined some financial choices. If the individual is not familiar with the financial matters, an informed person provides complementary information about the household portfolio and his or her own financial competences. In the 2021 wave, information about financial competences was also elicited from the person who knows most about the household financial matters. Thirdly, with the aim of disentangling financial from other generic competences, the ECF also includes items measuring basic reading comprehension (extracted from the 1994 International Adult Literacy Survey) as well as, in its 2016 wave, graph comprehension (extracted from the 2012 Program for International Adult Competences, PIAAC). Finally, following the National Capability Survey in the United States, the ECF includes a module on housing, where respondents provide information about whether they own or rent the house of main residence, the reasons for their choice and their expectations about the evolution of the price of the dwelling.
